Carlos Lechuga, the Cuban Ambassador to the United Nations in the early 1960s, was Cuba's initial point man in the secret talks with the United States. He met several times with William Attwood. At the time of Kennedy's death, Lechuga had just received diplomatic instructions from Castro on the agenda of a potential highlevel meeting between Cuban and U.S. officials to discuss negotiations on improved relations.
