Blair’s second Statement for the Record on the Annual Threat Assessment of the IC focuses specifically on the “Regional Impacts of Climate Change” to the year 2030, paralleling the NIC’s regionally focused research efforts on climate change impacts in India, China, Russia, Mexico, the Caribbean and Central America, Southeast Asia and the Pacific Islands, and North Africa. He briefly mentions his classified statement, which discusses the “recent UN-sponsored climate change conference in Copenhagen.” (p. 39) The National Security Archive has since filed a FOIA request for the classified statement.
