Description

Clapper’s final statement for the record on the IC’s Worldwide Threat Assessment is perhaps his most detailed about climate change. Under the “Human Security” section of the report, he discusses the 2015 Paris Agreement as a key milestone in mitigating the environmental risks of climate change. However, he states that, according to the Executive Secretary of the UN’s climate forum, “states’ current plans to address climate change will only limit temperature to 2.7 degrees Celsius by 2100.” (p. 14) He also cites a National Oceanic and Atmospheric Administration (NOAA) report which states that human activities have contributed to extreme weather.
