What is a Pipeline Emergency Responders Initiative PERI Public-private partnership among emergency response organizations and pipeline operators to improve response to pipeline related incidents Why Have an SCPERI o Significant pipeline incidents happen infrequently but when they do occur they have potentially high consequences in loss of life serious injuries and property damage o The Initiative was organized to enhance responses to pipeline emergencies through improved communication and training Does it meet Regulatory Requirements Emergency Plans - 192 615 and 195 402 o Written procedures for notifying appropriate fire police and other public officials of gas and liquid pipeline emergencies o Establish and maintain liaison with appropriate fire police and other public officials Public Awareness - 192 616 and 195 440 o Messages to emergency responders and public officials Timeline o First meetings in November 2015 o Regular meetings at SC Fire Academy to discuss strategy membership recruitment partnerships curriculum and training o Finalized Awareness Level Curriculum in June South Carolina Pipeline Emergency Response Initiative Advance the ability of emergency responders to manage pipeline emergencies through improved training cooperation and communication with pipeline operators What is the Objective of SCPERI Develop a comprehensive pipeline emergency response training program that will enhance the capabilities of emergency responders in SC This program represents a public-private partnership among emergency responders pipeline operators and regulators The result leverages the training expertise organization command and communication structure of the SCFA and the expertise of pipeline operators within a framework that meets the requirements of federal and and emergency response personnel in the development of the eorgia Pipeline Emergency Responders In itiative The mission ofthe GPERI is to advance the ability ofG eorgia emergency responders to manage pipeline emergencies through improved training cooperation and communication with pipeline operators To accomplish this they developed training programsfor emergency response personnel A board was created underthe Georgia Association of Fire Chiefsto implement and manage GPERI Board members include emergency responders pipeline operators representatives of the eorgia Fire Academy eorgia S11 and the eorgia Association of Fire Chiefr s PHMSA has expanded this initiative to South Carolina Pipeline operators and emergency responders are attem ptingto develop a program similar to the PERI The intent is to establish a multi- agency steering committee consisting of representatives from public safety dam age prevention emergency management regulators and industry thatwill guide the implementation of a training communications and coordination system to improve emergency response to pipeline incidents statewide These goals cannot be accomplished withoutyour assistance We urge you is an unclassified exercise designed to simulate a cyber physical attack on electric grid and other critical infrastructures across North America Participants include o Electric Utilities o Regional level GridEX IV Scenario o South Carolina experiences state-wide rolling power blackouts that occur with little or no warning o The outages are the direct result of coordinated cyber and physical
