thingI wanted to say is thatI read your recent letter on Chechnya I think Chechnya is still an obstacle to your economic and globalagenda I hope you will launchcredible investigations intothe alleged abuses by the military and move intoa civil and political phase in your dealings withChechnya I think nothing would help Russiamore or help you more than accountability on these human rights issuesand progresson an OSCE permanentpresence COf Finally on the arms issues I hope we can keep Sandy Bergerand Sergey Ivanovmaking progresson the Iranissue I'mhopefulwe can move ahead on a common arms control I have appointed a representative to deal with the issueof human rights and he'snow in the middleof negotiations withthe Councilof Europe and the OSCE on having these organizations join hiswork in Chechnya Allcrimes committedby everyonehave to be investigated there The crimes related to hostages including foreigners still are not investigated I spoke to Tony Blair this morning I didn't have enough time to tell him that in accordancewithour data one of the field commanders was killed and it was this personwho orderedthe beheadingof the English hostages Now about Wolfensohn we had very good contacts withhim He broughtan excellent team withhim I have to say thatthe peoplewho met withthem on our side spoke the same language and it was very impressive We have all the grounds to believe that this program is goingto be a joint one and to a greatextent focusedon the field you mentioned which is structural reform As faras I know he had hisdaughter's wedding yesterday I sent him my best
