FOR E FpiefAfn USE OM6 Tuesday March 23 2010 CRIMINAL INFORMATION SHARING Mexico City Mexico ARRANGEMENT SIGNING BACKGROUND • At some point during the HLG meeting you will sign The Memorandum of Cooperation MOC outlining Criminal Information Sharing with the Government of Mexico GoM This signing will take place quickly on the side and is not part of the main conference • Last year the GoM requested that the United States Government USG provide certain felony conviction information on Mexican nationals being repatriated from the United States to Mexico • On February 17 2010 you met with your Mexican counterpart and signed a Letter of Intent LOI which stated that the two countries intend to work collaboratively and cooperatively in the pursuit of several goals The signing of the Criminal Information Sharing MOC advances the goals of the Letter of Intent • Under the MOC ICE intends to provide Mexico with valuable information about potentially dangerous criminals reentering their communities • The information to be shared will originate from FBI's National Crime Information Center NCIC • The NCIC information will be transferred from ENFORCE a DHS system which contains information on individuals who are undergoing or have undergone removal proceedings • On March 15 2010 there was a final negotiation meeting between the GoM and the USG to agree to the wording of the MOC Final edits were completed March 19 2010 ANTICIPATED QUESTIONS • When will the transfer of the criminal information begin Suggested response The start date will be set after the computer security experts from both governments determine the best and most secure way to transfer the information PARTICIPANTS NonDHS Fernando Gomez Mont Secretary of the Government SEGOB GOM Genaro Garcia Luna Secretary of Public Security SSP GOM DHS Secretary Napolitano John Morton Assistant Secretary ICE PRESS PLAN None ATTACHMENTS A Memorandum of Cooperation regarding Criminal Information Sharing between DHS and GoM Source ICE Contact b 6 ICE b 6 FOR 8N11
