CRIMINAL CID in Port of Spain On Thuroday 7th October 1976 I became aware of two dotainoas Jose Vasquoo GARCIA and Freddy LUGO who were at Police Headquartors in connection with the illwfaLad Cubana Aircraft which crashed off the north coast of BARBADOS on 6th October 1976 I visited the office of Assistant Comwissionar of Police Randolph BURROUGHB and saw the two man but I did not apeak with then 75 not Later that day 7 1o 76 Deputy Commissioner of Police Dennis RAMDWAR gave me certain instructions and I joined him in the investigations in connection with the ill fated aircraft On Friday 8th Octobor 1976 at about 8 00 I was present in tho office of Deputy Commissioner HAHUHAR when he intorviowed Jose GARCI Corporal KING and Miso oy KELSHALL were also present an acted as interpreters Through Miss KELSHALL who npoke Bpanioh Deputy Commissioner RAMDWAR identified himself to GARCIA and told him that he was investigating the circumstances Burrounding tho crash of the Cubana Aircraft and he would like him GARCIA to tell him what he know about it GARCIA mode a atatoment which otvo recorded in writing by the interpreter Nina'Joy KELSHALL in which ho gave his correct name as Hernon Ricardo techno and explained his flight from Caracas to Trinidad and to Barbados On Saturday 9th October 1976 I was again present in the office of Deputy Commissioner RAMDWAR when he int rviowod Freddy LUGO Mra HAHDWAR identified himsolf to LUGO and told him that he who investigating the circumstances surrounding the crash of tho Cubans Aircraft which occurred on 6th October 1976 off the north count of BARBAUOS Miss Joy and Corporal KING wore aloo present and actad as intorpretoxa Freddy LUGO made a statement which was taken down in writing by Miss in which he also explained how he travollod from Curacao to Trinidad and to Barbados in company with Harman Ricardo On unday 10th October 1976 Deputy Commissioner of Police Dennis RAMDWAR again intorviowod Hernan Ricardo in my writing by Corporal KING u l On Friday 15th Octobor 1976 I was in the offico of Doputy Commissioner RAMDWAR when he interviewed Freddy at his roquoot when he made a statement which was taken down in writing by Miss Joy KELSHALL the interpreter Also present were Sergeant JACK and Corporal KING On Saturday 16th October 1976 about 3 15 p m I woo again in tho office of Deputy Commissioner RAHDWAR when ho interviewod Freddy LUGO at his in tho preconco of Sergeant JACK Corporal KING and Miss Joy KELSHALL who octdd an intorprotor LUGO said he wantud to tell the truth about tho crash involving the Cubann Aircraft and Deputy Commissioner RAMDWAR cautioned him in accordance with the Judges Rules of Trinidad and Tobago LUGO went on to make a atotomont which rocordod in writing by Miss Joy KELSHALL At the conclusion of the statement he read it over himself said it was corroct and oignod it On sundry 17th October 1976 about 6 30 p m I was present in the office of Doputy Commissioner RAMDWAR together with Inspector HEADLEY Sorgoont JACK Corporal KING and Miss Joy KELSHALL when Hornan Ricardo LOZANO was interviewed by Deputy Commissionor HAMUWAR through the interpreter Hind KELSHALL I recall LOEANO saying that he was a C I A member and that LUGO was aloo a momhor of tho C I A recruited by him and that Luis POSADA was his boss and that Orlando BOSCH was tho hand of tL Aftor homo I was rdcollod to tho office and Hornan Ricardo LOEANO who escorted back to his place of keeping On Monday 18th Octobor 1976 I was again in tho office of Deputy Comminsioncr RAMDWAR when Hornod Ricardo LOZANO was brought to tho office to spook with him Herman Ricardo LorANo told Deputy RAMDWAH immediately sorvod him with copy of the cautionary otatomont mode by Freddy LUGO He read tho statement but mado no reply 0n Tuesday 19th October 1976 at about 6 00 p m I was present in tho offico of Deputy Commissioner HAHDWAH when Freddy LUGD won brought to the office to spook with Deputy Comminnionor Corporal KING Sargoant JACK and Miss Joy were also Freddy LUGO said he had remembered some furthor fncto-in connection with tho which ho would like to toll Hr RAMDWAR He then madegg s' Deputy Commissioner RAHDWAR when Herman Ricardo LOZANO was brought to the office and he told Deputy RAHDNAR that he wished to speak to him in confidence about some further facts on the matter Miss Joy and Corporal KING were present LOZAHO told Mr RAMDWAR that he war a member of the C I A in Venezuela and r Freddy LUGD was also a member of the C I A recruited by 5 him and was assigned to him LOKANG and receiVee his pay through him He said that he and LUGO left Caracas on 5th October 1976 to do some intelligence work on a Cubana aircraft between Trinidad and Barbados and that LUGO had two a cameras one around his neck and-the other in his leather case over his shoulder He said that in Trinidad on boarding the aircraft his luggage went into the hold of the plane but is LUGO boarded the plane with his and he knew who blew up the plane that the persons who did it were Venezuelans and that they were at present in Trinidad Having said that Deputy Commissioner RAMDHAR cautioned him in accordance with the Judges Rules of Trinidad and Tobago and he went on to say to Mr RAMDWAR if you use your police brain it would be clear to you who bombed the plane Deputy Commissioner RAMDWAR told him that he believed that he knew who committed the crime LOZANO hesitated for a while and said to Mr RAMDWAR I am going to tell you in confidence that LUGO and myself bombed the plane He then requested a sheet of paper and a pencil and sketched a chart explaining how C4 plastic bombs can be detonated giving a time limit for the detonation I recall him pointing to a pencil on Mr desk and saying that the detonator used in the bomb was a pencil type and it resembled that pencil on Mr desk He also drew an Organisation chart on a piece of paper depicting the Organisation of He explained to Mr RAHDJAR about the Organisation of and ant on to say that Orlando 505 CH Wos the Head of and that he LOZANO had called BOSCH from Barbados after the crash of the Cubana Aircraft and told him what had happened and BOSCH said to him friend we have problems in Caracas lyou never blow up a plane in the air Deputy Commissioner RAMDIAR asked Herman Ricardo LOZANO whether he woul d like to put what he had said in writing and he replied that he would like to think about it durilg the night and let him know the following morning At 10 30 a m on Wednesday 20th October 1976 I was in the ofdrice of the Deputy Commissioner of Police Dennis RAMUWAR when Herman Ricardo LDEANU was brought to the office accompanied by Corporal KING Sergeant JACK and Miss Joy KELSHALL who acted as interpreter were also present through whom LOZAHO said he wanted to make a statement Deputy Commissioner RAMUHAR cautioned him in accordance with the Judges Rules of Tri idad and Tobago and he went on to make a statement whichh' aken down in writing by Miss KELSHALL the interpreter When the statement was finished he read it over himself corrected it and signed it At about 8 45 p m the said day 20 10 76 I was in my office at Police Headquarters when Assistant Superintendent KERR told me something As a result of what he told me I went to an office at another aide of Police Headquarters where I saw Hernan Ricardo LOZANO lying on his back on the floor of that office bleeding from a wound on his left fore arm I deepatchad him in the company of other Police Officers to the Port of Spain General Hospital where he wan treated and discharged I spoke to Assistant Commissioner BURHOUGHS who had also left for the hospital Later that umber assistant - 4 - 30935-3xg5 Commissioner HURROUGHS handad mm a medical certificate E IN on return from the hospital that night I r i spok with Corporal KING in his presence and Corporal KING communicated with LOEAHO in pdniuh and then explained to me that said that he was upset after speaking with the acting Attorney Gannral Venezuela aarlier that afternoon and that he LDEANC did not wish to go back ta Venezuala and thin wan the reanon why he trind to kill himself From the time to LOLANO and detention they were parmittnd to bathe shaVE and tidy themselVes as they desired and as such they were pllowed to keep their safety razors for shaving purposms It
