Exercise IVY LEAGUE 82 to be conducted 1-5 March 1982 The exercise is a selected procedural command post exercise a type sponsored biennially by the Joint Chiefs of Staff Exercise IVY LEAGUE 8Z is designed to exercise participants and appropriate plans evaluate WWMCCS ' and test procedures during the nuclear preattack and transattack periods The Government of Canada will also participate in conjunction with its nationwide Command Post Exercise BOLD STEP 82 2 U The concept and objectives are provided in the Annex to Appendix A Preliminary coordination has been initiated with your staff o U3 1 C The Joint Chiefs of Staff will sponsor Exercise IVY LEAGUE 82 to be conducted 1-5 March 1982 The exercise is a selected procedural command post exercise designed to exercise appropriate plans following simulated worldwide Soviet and Warsaw Pact aggression The exercise concentrates on the nuclear preattack and transattack environment and simulated execution of SIOP and options The Government of Canada will also participate in conjunction with its nationwide Command Post Exercise BOLD STEP 82 2 Exercise objectives focus on the complex issues associated with command control communications logistics and continuity of Government procedures during the nuclear preattack and transattack periods It is important that close coordination between the Joint Staff the Office of the Secretary of Defense the Military Services the Department of State and other Federal agencies be established and maintained throughout exercise planning and execution 3 CI Issues involved in this exercise require a level of participation beyond that normally furnished by the Department of State Therefore I solicit your support in providing appropriate personnel to participate in Exercise IVY FOR EXERCISE LEAGUE 82 1 Exercise Design Exercise IVY LEAGUE 82 will be designed to incorporate conventiOnal and nuclear warfare and to exercise Federal and military interface before and during nuclear warfare It will provide an opportunity to exercise systems and procedures in a degraded command and control environment It will as a minimum a 5 Portray an international worldwide crisis with conventional and nuglear threat and aggression b S Simulate use of nuclear options in crisis areas in accordance with NCA decisions c Simulate use of strategic nuclear weapons against' the United States followed by opportunity for exercise of escalation control and crisis management procedures in execution of appropriate Single Integrated Operational Plan SIOP options d S Afford opportunities to evaluate systems for tactical warning attack assessment nuclear detonation reporting SIOP following residual threat assessment and residual capabilities assessment e SJ Establish linkage where Exercise IVY LEAGUE 82 is to simulate implementation of appropriate nuclear plans and procedures to evaluate the ADP and WIN in a degraded command-and control environment and to exercise crisis is a 5-day cex scheduled to commence on 1 March 1982 Participating commands Services and agencies will play the exercise to the extent necessary to accomplish stated objectives During exercise play Washington-area participants will function primarily at alternate command centers Other commands will utilize alternate sites where appropriate Federal departments and agencies having roles in crisis management will be invited to participate in the exercise as will the Government of Canada 4 U Phasing a S Execution Phase This phase will commence as a situation in which worldwide simulated Soviet aggression - has occurred Selective release procedures will be exercised and limited nuclear attacks will take place A nuclear strike will be made on targets in North America The United States will reciprocate with simulated execution of appropriate SIOP options Primary emphasis will be placed an command and control 510 execution and the initial phases of reconstitution and redirection of military forces and civil government b Postexercise Phase The postexercise phase will include a critique and an analysis of lessons learned which will provide a framework for assignment of remedial AGENCY Subject Exercise IVY LEAGUE 82 U I C The Joint Chiefs of Staff will sponsor Exercise IVY LEAGUE 82 concurrently with the Federal Emergency Management Agency Exercise REX 82 ALPHA 1-5 March 1982 IVY LEAGUE is a selected procedural command post exercise designed primarily to exercise appropriate nuclear plans and procedures following simulated worldwide Soviet aggression In order to assure that the continuity of Government objectives of REX 82 ALPHA are met IVY LEAGUE will concentrate on the nuclear preattack and transattack environment and the initial phase of the postattack environment 2 S IVY LEAGUE and REX 82 ALPHA will focus on complex issues associated with commandr control and communications and the initial reconstitution and redirection of military forces and civil government The opportunity to exercise continuity of Government plans and military support of civil defense under this realistic scenario should assist your evaluation or those plans Our planners will
