OPERATION SUCH AS SMALL-SCALE REPROCESSING COULD HELP CLOSE ECONOMIC GAP BETWEEN KOREA AND JAPAN HAHM REPEATEDLY COMMENTED THAT IT LOOKED AS IF KOREA WAS BEING ASKED TO GIVE UP SOMETHING WHICH JAPAN
