FRIDAY JULY 30 1993 From the Nunn-Lugar collection of the National Security Archive First thing in the morning got a call from Bob Zelnick ABC News at home arrangement with him only to call if an emergency he has the home phone number Gave him a fill on what's going on in Bosnia people really are confused because of the three things going on implementing 836 the new Bosnia initiative to save Sarajevo and bring the plane in and finish the negotiations and third the end of the negotiations going on themselves Ahnost late for breakfast at the Pentagon with Warren Christopher Tony Lake and Colin Powell to go over where we are Beside we're going ahead with the initiative President sending letters to everybody the North Atlantic Council and Chris following up with a telegram both going out today Friday looking for a meeting of the North Atlantic Council next week to be followed by Reggie Bartholomew's visit to the three principals in the Bosnia area three factions to deliver the message and then presumably implement it all Discussion of whether we ought to have Warren Christopher or Reggie Bartholomew go to the North Atlantic Council meeting Tony thinks Reggie I sense Chris would really like to go but I think Tony is right in looking for a lower key deal At the breakfast we still do not know and it is still not clear on how we're going to do a couple of things here at this initiative It is not clear who's going to call the shots on the air strikes if they become necessary We all agree that it probably means a North Atlantic Council approval of the first round of air strikes but after that it should be in the hands of Admiral Boorda and contrary to what the French want should not involve General Cot That one we seem to be pretty agreed on less agreed is on the second question which is what kind of Serbian behavior would launch a strike here what wo1 1ld cause the strike to take place Tony's view is clearly not a cease-fire but an occasional shelling would not be a violation but it is all very vague as to what it ought to be We're not enforcing a cease-fire but we are preventing Sarajevo from being strangled however that means Chris said we ought to have a meeting with the President about all of this and we really have very few meetings with the President on any of this Tony and Colin agree and we're talking about tomorrow Tony does not want to have all the principals so probably just the four of us That will screw up my plans to leave for Wisconsin tonight Breakfast ends about 9 30am and we have a window for me to put in a call to Grachev who is on vacation apparently in the south of Russia on the Black Sea We put the call in and I tell him about the Morozov visit in particular urge him to take a close look at the accelerated denuclearization program which is before him that Christopher gave to Kozyrev He said he would look at it Kozyrev is coming in an hour for a meeting and they will discuss it He asked whether if there was any flexibility in the proposal and I said we liked it the way it was but were always open to suggestions We both said we're looking forward to our meeting in September when he comes to Washington Just finished phone call with Grachev and had to rush to the Riscassi retirement ceremony alot of ceremonies today We get there late a little late because we don't leave the Pentagon until 10 02am get to the ceremony a little late but they hold it for us A beautiful day a nice ceremony sitting with Norm Dicks talking to Al Haig drop in over @
