All day with Grachev he is in an extraordinarily good mood I think he thinks things are on a roll because they've kind of rolled the Ukrainians at the recent meetings on September 3rd between Yeltsin and Kravchek He recounted in some detail his triumphant tour of the border area he arrived it was raining we went out to meet him at Andrews we had a one-on-one meeting at the Pentagon for a while in which he went through his exploits he also said in the one-on-one meeting not to believe that anything we heard about how people were cutting back on the military to military contacts in Russia he said don't believe that we will go ahead with them Anyway he was in a great mood we went into the plenary session and he wanted to make decisions and in quick order we had set up working groups on all the issues that we were to deal with submarines CFE flanks de-targetin g bilateral working groups military to military contacts exchange of the people on the top 25 officers Did an MOU signing and had the two commanders there the Third Annor Division and the 27th Motorized Rifle Division who are going to do peacekeep ing The press coverage the next day was really very good front page of the Post inside story in the Times but good coverage about the new era and the new relationship a picture on the front page of the Post Dinner that night with Grachev over at the Library of Congress I took Jane good event lots of people former Secretary's of Defense Russian experts and had a very good time Big flap on the trip to Sarajevo Tony was very unhappy again it's a screw-up with the system nobody seemed to have cleared it with him we talked to Chris and talked to the State Dept we did not talk to Tony Wisner had not done it Jumper had not done it and just a general screw-up fortunately it didn't get bad press although somebody over in Tony's shop leaked that Tony had blown up at the staff meeting in the morning when he heard about it somebody over there called the Post the Times and Time Magazine There was something on it buried in the general Tom Friedman story on Bosnia the next day in the Times the Post had nothing on it Lancaster had followed the story but didn't put anything into the piece We were lucky because it was a real screw-up and basically Tony was right for us to go into Sarajevo now would be fraught with all kinds of difficulties of sending the wrong signal so we're not going to do that although we're going to do the rest of the trip we will not do anything in the Balkans itself From the Nunn-Lugar collection of the National Security Archive WEDNESDAY SEPTEMBER8 1993
