COOPERATIO POSES TECHNICAL AND POLITICAL DIFFICULTIES FOR YOUR SIDE HOWEVER I BELIEVE THAT THE DECIDING FACTOR SHOULD BE THE OBJECTIVE OF GETTING THE WARHEADS OFF THE MISSILES AND ON THEIR WAY TO YOUR
