control of SACEUR The Agreement details of which are at Annex E provides that the Prime Minis ·ter will const1l t the Chancellor before authority is given for the release of Britisl1 nuclear weapons stored in West Germany We have discussed with the Gern1ans in tl1e past whether ve and they sbot1ld as a regular practice reaffirn1 the Agreement vhenever a new Prime Minister or Cl1ancellor ta lees office but they do not think that this is necessary It is ho vever jmp rtant to lceep lmowledge of this Agreernent alive in both capitals und I thin le that the1 e would be advantage in out letting the Germans kno v that you have been made aware of the Memorandum of Understanding NATO 13 Arrangements for consultation within NATO on the use of nuclear weapons by United States and United Kingdom forces are based on the guidelines agreed by the Nortl1 Atlantic Council at Athens in 1962 • The Athens guidelines foresa v tl1at tl1e Council woul l expect adequate time for consul tatioJ1 about the use of nuclear veapons in response to a full-scale attaclc by Soviet conventional forces bt1t th a t i11 tl1e event of a full-scale Soviet nuclear attack on NATO the possibilities for consultation would be extremely limited The United States and United l ingdom undertook if time permitted to consult tl1e North Atlan tic Council concerning the use of nuclear weapo11s anywl1ere in tl1e world
