results of the Congress at party activist meetings meetings of primary party organizations and meetings of workers take place with active participation of communists and unaffiliated and provide evidence of unbreakable unity of party and the people of tight cohesion of party organizations and communists around the Central Committee of the CPSU The decisions of the XX Congress of CPSU were greeted by the Soviet people with unanimous approval as an urgent program of communist construction in our country At the same time The CC CPSU notes that there are individual instances of statements of antiparty elements who are attempting to use the development of criticism and self-criticism in party organizations for hostile purposes Thus for example at the party meeting of the party organization of the Heat Engineering Laboratory of the USSR Academy of Sciences some communists made anti-party statements during the discussion of the results of the XX Congress Junior scientists Avalov R G Orlov Yu F Nesterov V E and lab technician Schedrin G I made slanderous vicious provocative statements revising the general line of the Communist party the decisions that were made at the XX Congress of the CPSU denigrating the democratic character of the Soviet regime and praised the false freedoms of capitalist countries and proposed to unleash the propaganda of hostile bourgeois ideology in our country They attempted to turn the meeting from a principled discussion of the results of the XX Congress of the CPSU to discrediting the party slandering the CC CPSU and the Soviet government A number of communists in their statements gave correct assessment of this hostile outburst However the majority of participants exhibited a dulling prituplenie of political vigilance and the unacceptable for communists liberalism in regard to the mentioned anti-party statements The party meeting has shown that at the Heat Engineering Lab as a result of poor selection of personnel bad work on ideological education of communists … an unhealthy rotten situation especially among the communists of the science sectors has emerged More than one-third of the communists voted not to give any assessment to the provocative statements by Avalov Orlov Nesterov Schedrin The Party organization of the Heat Engineering Lab turned out to be weak ideologically and incapable to give a pushback to the hostile anti-party outbursts by Avalov Orlov Nesterov Schedrin CC CPSU cannot allow such kind of hostile statements directed at revising the general line of the party and at discrediting the party and the Soviet state to go unpunished CC CPSU resolves 1 To approve the decision of the political department of the USSR Ministry of Medium Machine Building about expelling Avalov Orlov Nesterov Schedrin from the ranks of the CPSU for the hostile anti-party and anti-Soviet statements at the party meeting of the Heat Engineering Lab of the USSR Academy of Sciences 2 To recognize that the party organization of the Heat Engineering Lab of the USSR Academy of Sciences turned out to be politically unhealthy and incapable In this connection to instruct the Leninsky regional party committee of Moscow together with the Political Department of the Ministry of Medium Machine Building to conduct a new registration of members and candidate members of the CPSU of the Heat Engineering Lab of the USSR Academy of Sciences with the view of keeping in the party only those members who are genuinely capable of implementing the general line of the party … 3 To subordinate the newly created party organization of the Heat Engineering Lab of the USSR Academy of Sciences to the Leninsky regional committee of the CPSU 4 To remove cde Shmelev I S the current head of the political department of the Heat Engineering Lab of the USSR Academy of Sciences from his position as having failed his duties 5 To note that the Political Department of the USSR Ministry of Medium Machine Building cde Mezentsev did not carry out appropriate oversight over the work of the party organization and did not notice big deficiencies in recruiting and education of the personnel on the part of the leadership and the political department of the Heat Engineering Lab of the USSR Academy of Sciences To obligate the leadership of the USSR Ministry of Medium Machine Building cdes Zavenyagin Mezentsev to undertake measures to strengthen the Heat Engineering Lab of the USSR Academy of Sciences with managerial scientific and engineering-technical personnel 6 The CC CPSU believes that a successful implementation of the decisions of the XX Congress of the CPSU and the tasks of the 6th five-year plan requires … an unfailing and merciless struggle with every kind of deviations from the general line of the party
