Group of Seven convergence of Eight Now on the eve of the Naples summit when this is about to become a reality I wish to engage you in more·substantive and detailed discussion regarding cooperation program within the framework of the political Group of Eight I believe it is essential that from its inception this mechanism prove effective and influential Russian-American partnership is called upon to set the pace·arid the thrust of its work Hence the importance of close and sustained cooperation between us If we want the fine-tuning of the cooperative process under the G-8 format to continue we need to decide on a clear sequence of our next steps The Naples summit will provide an opportuqity to discuss both the main areas of cooperation and possible concrete approaches to addressing the most urgent problems The G8 might· become an e-ffective lever in influencing world developments For this to happen we must come to Nap_les being very clear about what we want to agree on As for· the political Group of Eight as such we are not proposing that its work be formalized Rather we a e talking about a more active use of the existing forms of coordination Those would involve summit-level meetings and periodic ministerials To be sure issues would have to be worked more thoroughly and this will be the 1 task of our experts sherpas and political directors It would be also consultations coordinate their actions in various i ternational fora such as the United Nations CSCE ete Work should be continued to improve economic cooperation under the seven plus one formula This would involve adding greater regularity to the finance ministers' meeti g ana engaging Russia in summit level economic discussions perhaps as early as in N ples I wrote about this recently to Italy's ·Prime Minister To this end it will be necessary to identify the set of issues which the G-7 has an obje6tive interest in discussing together with Russia In addition to supporting the Russian reform those issues could include the situation in key commodity markets implementation of trans-national projects environment ' ' combatting drug trafficking and money laundering the problem of developing countries' foreign de bt and others so far as I can judge a measure of understanding in this matter emerged during the meeting of personal representatives of the G-7 leaders and Russia held in Naples on June 19 Among the foreign policy themes· let me poin out the following First of all it is peace-keeping To us settlement of conflicts on the former USSR territory is of particular importance The leaving a key role to CSCE we ought to move toward such a model which would co-opt in a natural way the European Union the council of Europe NATO th9 N rth Atlantic Cooperation Council the West European Union and the c 1 s It is important that leading powers outside of the region above all Japan be able to make a tangible contribution to this process We are prepared for active interaction within the G-8 in the area of non-proliferation of weapons of mass destruction and sensitive products and technologies In this context I wish to reiterate that Russia is interested in participating in the future export control regime But the latter's specific parameters must be agreed upon within a multilateral format with our participation fro day one Involvement in these consultations cannot be made co tingent on fulfillment of some pre-conditions The Naples summit could become an important landmark in achieving a settlement in Bosnia We must counter the obstruction of the parties to the conflict with the will of the international Community The G-8 must send a clear joint message supporting the on-going effort in pursuance of the foreign minister's communique of May 13 last If the warring parties fail to agree or will not want to agree we shall force a settlement on them This is the purpose of additid al steps which are now being worked out at the ministerial level we will not tolerate indefinitely the bloodshed in Bosnia Only the united will of the world powers can keep North Korea in th Non-Proliferation Treaty In Naples Russia and the United States could present joint ideas about specific steps to accomplish this goal We-would be happy if the US could resume its dialogue with Pyongyang and achieve results although frankly here a9ain we sa a surprise reversal on on more than one occasion we do not rule out the OP tion of step-by-step application of sanctions if negotiations fail to produce desired results As the co-sponsors of he Middle East peace process Russia and the US could lead the whole G-8 in this matter Finally I wish to mention the problem which · undoubtedly must be on the G-8 agenda that of ensuring human rights Many an armed conflict have been fostered by massive violations of human rights and fundamental freedoms by mistreatment of ethnic minorities This is why Russia supports jo nt actions by democratic states and the G-8 aimed at preventing and eradicating discrimination and racial ethnic and religious strife In coordination with our partners we intend to seek greater effectiveness of international human rights protection mechanisms I hope that our partners for their'part will be mindful of Russia's legitimate concern over discrimination of the Russians·peaking 'populations in some former USSR republics Hhen I was discussing the possibilities available to the G-8 in terms of influencing developments I had this problem in mind too If we prove to be able to agree on joint a tions on the issues I raised above and perhaps on other international problems this will be a major achievement indeed Strategic partnership within the G-8 will then be more than a sym_J ol '- it will be a real instrument of coordination
