To the Executive Committee of the Communist International Moscow Dear Comrades We received a disappointing letter from Vienna yesterday that the financial aid for Romania had been cut off As you know I am not a supporter of the Central Committee and I have no ability to influence its decisions either However I always made a distinction between the weak and even invisible Communist Party in Romania and the communist movement in Romania This can sound strange but using “unfortunately” and “Thanks God” works like this “unfortunately” - because we still cannot talk about the existence of a real just and capable centre and “Thanks God” - because there is a working class and a working movement which stand much above the centre of the Communist Party in Romania What I want to say is that this working class and this working movement have to be taken into consideration and those who know how to work with them and are determined to work with them have to be supported by the centre If the subsidies are cut off right now the efforts of those few people who are working at the centre would be hindered the saboteurs would gain courage and the authority of the Executive Committee would be weakened There will also be the impossibility of continuing the struggle to gain the majority of union members at the Unions’ Congress and to finance the party’s daily newspaper Right now cutting off the aid would jeopardise the working movement more than would do a non-existent incapable party centre Good results could be achieved if the struggle within unions the struggle for the newspaper and propaganda would continue but this could happen only if support would be immediately received I am convinced that the Executive Committee needs to discuss with leaders of the party centre and branches but an explanatory meeting can take place only after the Unions’ Congress and must not be focused on financial problems but on political issues I wish that the Executive Committee of the Communism International will be convinced that the aid has to be immediately resumed With Communist Wishes Al Badulescu Berlin 22 VIII 1923 1
