The Prefecture of the City Police 27th June 1943 Communist actions We have been informed that after the dissolution of the Comintern the central leadership of the communist movement in Romania held several clandestine meetings with prominent members of the movement and the following decisions have been adopted 1 No communist organisation of the working class will suspend its activities The fight to unite workers against the capitalists will continue using the same means until the complete victory of Communism 2 The tactical means will be changed first the German people will be considered the greatest enemy of the Communist movement and all the attention will be given to the Germans by launching anti-fascist propaganda etc 3 Jewish agents will not be involved anymore in propaganda and plots to avoid any accusation that Communism is in fact Judaism 4 The principle of propaganda based on uniting employees regardless their nationality and faith and their origin and interests will be strictly applied within the working class The issue is under permanent surveillance possible 1
