OSINERG DIGESA TO Dr Pedro Reyes Vasquez Coordinator GTCI CAMISEA RE Findings of the Environmental Inspection of the Rainforest Sector of the Camisea Gas Pipeline · REF Inter-Institutional Inspection Mission carried out September 1-4 2003 DATE September 5 2003 • The GTCI component institutions named in this report aimed to evaluate in situ the application of the Environmental Management Plan in the operations of the Rainforest Sector of the Camisea Gas Pipeline and agreed to inspect its installations on September 1-5 2003 • Environmental monitoring was carried out by a technical team mad up of representatives from the Protected Natural Areas Administration from the National Institute for Natural Resources IANP INRENA the Supervisory Body on Energy Investment OSINERG the General Directorate for Environmental Health from the Ministry of Health DIGESA MINSA and the Office of GTCI Camisea from the Ministry of Energy and Mines GTCI CAMISEA MEM • A representative of the Provincial Authority of Convenci6n belonging to Cuzco Department also participated in the inspection in order to comply with one of the agreements made in June 2003 with the President of the Congress of Ministers Dr Luis Solari de la 'Fuente I FINDINGS OF THE INSPECTION • The Technical Group for Inter-Institutional Coordination for the Camisea Project from MEM organized the monitoring visit with the objective of facilitating and strengthening the supervisory and monitoring activities of the entities that make up the GTCI in accordance with the Program for Institutional Strengthening and Support for Environmental and Social Management of the Camisea Project To this end a field visit was coordinated for the following technical team 1 Mission Coordinator - GTCI Eng Eddi Rodas 2 OSINERG Specialist Eng Cesar Barriga 3 INRENA Specialist Eng Ricardo Jon ·4 DIGESA Specialist Eng Joffre Moran 5 Representative of the Provincial Authority of Convenci6n Eng Wilf do Qu_ispe Torob_ec • Mission objectives anc I the ·tean s program of activities are listed in Annex 1 of this report • It is important to highlight the logistical support provided by the company Transportadora de Gas de Peru S A TGP as well as the effort and transparency shown throughout the entire visit in addition the provision of information support and field accompaniment by Knight Piesold environmental monitors on the rainforest fronts I and II • The key findings obtained during the inspection are presented in detail below ·1 I ·' '' Q_ ' · 4 J_ r 'I - I - • _ l iJ °_ · I • ''• -• 1_·_ J I · __ - • ' ' RAINFOREST SECTOR I 1 Work to repair the surface of the ROW has started between Kp 0 000 and Kp 6 000 however no engineering work to control erosion and stabilize earth adjacent to streams has been carried out According to environmental monitors from TGP and Techint a contractor has yet to be selected to carry out the restoration work in the area which involves soil treatment erosion control stabilization of slopes clearing of affected streams and re-vegetation Photos 1 and 2 Recommended Actions 1 1 TGP should select a company to carry out the repair and restoration of the area and present a detailed Closure and Restoration Plan for the ROW side-roads shoeflies camps and affected areas in accordance with the indications of the original EIA This should be done at the latest by the end of September so that work can be started before the beginning of the rains 1 2 OSINERG as the entity responsible for oversight must request that TGP present this Plan before the initiation of closure work 2 During the inspection of the Right of Way ROW in Rainforest Sector I it was possible to verify that corrective measures to mitigate impacts indicated by overseers from OSINERG and specialists from GTCI who visited the zone in May 2003 have yet to be taken Principal significant impacts that merit priority attention from TGP are i slope instability ii blockage of streams iii blockage of natural drainage channels iv soil loss v loss of flora vi irreversible changes to landscape vii barriers to species migration viii solid waste contamination ix contamination of streams from camp waste overflows x diesel spills on the ROW etc Recommended Actions 2 1 OSINERG with the support of GTCI CAM SEA through the DGAA MEM and INRENA should urgently carry out a detailed evaluation involving specialists in engineering forestry pedology and vegetation restoration with a focus on ecosystems to define and establish the minimal technical requirements needed to ensure impact mitigation that should be demanded of TGP for the process of evaluation and execution of the Closure and Restoration Plan These requirements should ensure that work on restoration slope stabilization erosion control restoration of drainage systems revegetation with native species etc results in the recuperation of the ecosystem and the mitigation of generated impacts 2 2 It is recommended that GTCI CAM SEA within the framework of the Program for Institutional Strengthening and Support for Environmental and Social Management of the Camisea Project finances specialist consultants in engineering forest soils and restoration of vegetation with a focus on ecosystems that will be charged with doing the recommended evaluation 2 3 In addition it is recommended that the oversight body OSINERG should be responsible for monitoring the strict compliance of the approved procedures for the execution of restoration and repair work to be carried out by TGP once the Plan is approved 2 4 As an oversight body OSINERG should paralyze restoration and repair work if there is not compliance with procedures approved by the DGAA 3 Within the sector between Ponguito camp in the buffer zone of the Machiguenga Communal Reserve - - and Vilcabamba-camp-also-inside the-same-Reserve currently a-Iarge·amolfnrofspecialiied vork is· being carried out In this zone negative impacts caused by the opening of the ROW are increasing as a result of i excessive movement of soil ii significant cutting away of mountain peaks hill tops iii creation of large disposal areas that have buried vegetation blocked streams and modified the direction of streams iv excessive land slippage on steep slopes v blasting work that has been carried out in the Vilcabamba range both inside and outside the Machiguenga Communal Reserve Recommended Action 3 1 It is recommended suggesting to the Forestry and Wild Fauna Administration of the National Institute for Natural Resources IANP-INRENA as well as the Office for Trans-sectoral Environmental Management OGA TE RN of INRENA that an evaluation be carried out of impacts generated on the ecosystem and the state of affected natural resources in the area 4 During the inspection no evidence was found to indicate that TGP environmentally manages the impacts indicated during previous observations Photos 3 to 20 There was no evidence of specific measures being taken to ensure that the authorized width of the ROW was not exceeded control erosion stabilize ROW slopes and disposal areas maintain natural drainage systems avoid burying vegetation on slopes recover solid wastes etc Recommended Actions 4 1 At Kp 45 800 Photo 3 where a change of shoulder hombro is being carried out techniques should be applied to control erosion especially in the zone with steep slopes 4 2 At Kp 45 000 Photo 4 where the hilltop has been lowered by approximately 7 meters measures should be applied to stabilize disposal area slopes Equally TGP should remove the material deposited in the adjacent small streams that is blocking their beds 4 3 Between Kp 45 000 and 46 500 Photos 5 and 6 disposed wood steel cables belts organic waste plastic bottles and a small fuel spillage were found Faced with this situation OSINERG should demand that TGP's environmental monitors ensure compliance with the Management Plan for Solid Waste approved in the EIA 4 4 Between Kp 46 500 and 46 700 Photos 7 and 8 the existence was verified of disposal areas featuring slopes with no type of erosion control or stabilization measures taken by the company In this situation it is urgent that Tr P takes immediate repair measures to minimize the impact on streams and drainage systems adjacent to the ROW 4 5 Between Kp 46 200 and 47 000 Photos 9 and 10 zones have been identified in which the affected area is greater than 50 meters exceeding substantially the area authorized by the EIA The company should have avoided this situation however those zones in which this noncompliance has occurred should be corrected by TGP when the repair work is carried out In order to do this the company should take away all material deposited on both sides of the ROW in each of the identified zones 4 6 Between Kp 46 000 and 4 7 000 Photos 11 and 12 poor almost completely blocked drainage was observed which affects the natural drainage of waters in this area The company should repair the drainage and adapt its design to the flow of water generated in the rainy season 5 Between Kp 48 500 and 57 000 inside the Machiguenga Communal Reserve no consideration for the environment was given during the construction of the ROW This can be seen in different stretches where specialized works are being carried out Photo 13 where there is a lack of environmental management of impacts generated These impacts are associated with the blasting of rocks on hilltops and the opening of ditches and have been magnified by ground instability and excessive slopes from 45 to 60 degrees 6 At Kp 49 750 it has been verified that the width of the ROW approved in the EIA 25m has been exceeded This situation could have been avoided if suitable precautions had been taken and if TGP's environmental monitors had demanded compliance with commitments made in the EIA 7 At Vilcabamba camp inside the MCR it has been verified that wastewaters are being discharged without adequate treatment Photos 18 and 19 Currently the camp has 250 residents and two weeks ago it had 350 residents which exceeds by more than double the capacity of wastewater treatment plants which have the capacity to treat wastewater from only 140 residents The findings of DIGESA will determine the level of impact in the· receptor stream adjacent to the camp 8 At Kp 50 100 the creation of disposal areas without any environmental management can be seen as well as the blockage of a stream that crosses the ROW and buried vegetation on both sides of the ROW 9 In general in this entire stretch of the ROW found within the Machiguenga Communal Reserve the creation of significant impacts was verified Photos 13 to 20 that are present in almost all sectors of the ROW but as this is a protected area it merits priority attention Impacts generated by Techint subcontractor of TGP which should be urgently mitigated are i excessive width of the ROW vegetation buried on slopes ii blocked streams iii creation of large disposal areas without any environmental management or slope control iv drastic modification of upper areas v irreversible changes to landscape vi loss of biodiversity vii the creation of a permanent barrier which from the biodiversity point of view interrupts interaction between individual species and populations and the migration of fauna at a treetop canopy surface and subterranean level Recommended Actions 9 1 TGP should apply environmental measures in compliance with the EIA and its subsequent editions and rectify each of these observations indicated by OSINERG and the GTCI Camisea mission 9 2 Communicate officially to the Protected Natural Areas Administration about the environmental situation observed by the Mission inside the Machiguenga Communal Reserve so that corresponding actions can be taken RAINFOREST SECTOR II 10 Environmental impacts generated in this sector from Vilcabamba camp Kp 53 000 to the crossing of the Comerciato River Kp 153 000 are similar to those observed in Rainforest Sector I The most critical zones identified are the stretches between i Vilcabamba and Palenque camps Photos 22 23 24 and 25 ii Mangoriari camp and Kp 83 000 Photos 26 and 27 iii Segakiato camp Kp 138 000 and the Comerciato River crossing Kp 153 000 Photos 28 29 and 30 Recommended Actions 10 1 Recommendations for TGP in relation to Rainforest Sector II are the same as those indicated for Rainforest Sector I as detailed in items 1 1 to 9 2 10 2 From the ecological point of view the repair process for negative environmental impacts generated by the project will be achieved in the medium and long term this requires that GTCI entities responsible for environmental matters OSINERG INRENA DIGESA MEM carry out permanent monitoring and supervision during the restoration stage in order to ensure the recuperation of affected ecosystems and their components 11 After the spilling of approximately 4 500 gallons of diesel on 9 June 2003 at Kp 130 000 contaminated soil was not removed from the area In accordance with indications of oversight body OSINERG contaminated material was stored for later treatment however during the mission it became known that the material had beer i mixed with soil and buried in the ROW without any prior treatment Photo 21 Recommended Action -11 1-- It is recommended that the-oversight--body-OSINERG verify what-the mission·observed· through sampling If the above is verified it is recommended that OSINERG proceed according to the law 12 In this sector is has been verified that the treatment of wastewater is deficient as in Rainforest Sector I exactly as affirmed at the Chimparina Upper ltariato and Kepashiato camps Results of the sampling carried out by DIGESA will determine the level of contamination Recommended Actions 12 1 TGP should rectify the deficiencies found in the treatment systems of the abovementioned camps 12 2 Regarding camps undergoing closure it is recommended to request that DIGESA conduct an exhaustive evaluation of water quality in receptor bodies as well as the quality of soil in the areas occupied by the camps II CONCLUSIONS AND RECOMMENDATIONS 1 After flying over and covering all the ROW of the Rainforest Sector of the gas pipeline from Malvinas to the crossing of the Comerciato River the mission concludes that negative environmental impacts generated during construction are significant and of great magnitude items 2 3 9 10 1 1 As such it is considered necessary that OSINERG demand that TGP repair and restore all affected areas with special attention to critical areas identified in this report 2 Currently Techint is initiating repair works in accordance with order instructivo 2794-L-SP-00053 which is attached as annex II which does not guarantee from a technical point of view the restoration of all affected areas neither is it favorably viewed by the DGAA of MEM the entity responsible for approving Closure Plans in accordance with environmental regulations in force and commitments assumed by TGP within the framework of the approved EIA 2 1 For this reason it is recommended that OSINERG request that TGP present a Detailed Restoration Plan that includes specific measures relevant to impacts generated 2 2 In the same way OSINERG should ensure that TGP leaves behind machinery and other logistics necessary for the completion of repair and restoration work on the ROW disposal areas side-roads shoeflies camps and all areas affected during construction This implies that the closure and removal of camps as well as equipment and machinery necessary to achieve the restoration of the area should not be permitted 3 Given the proven impacts and noncompliance with the EIA and with other reiterated observations still not taken up by TGP it is concluded that it is necessary for the proper authorities to demand the carrying out of corrective measures and apply corresponding sanctions 4 Submit to OSINERG a copy of this report so that corresponding actions can be taken and to ensure that TGP does present a Restoration and Closure Plan for the entire affected area 5 Given that the construction of the rainforest sector pipeline is about to be completed it is considered suitable that the authorities of this sector summon those principally responsible from the companies TGP and Techint in order to inform them about impacts identified during the monitoring mission of GTCI Camisea and to ask said directors for a greater effort on the part of their companies regarding restoration of all affected areas SUMMARY OF FINDINGS OF GOVERNMENT OF PERU SEPTEMBER 2003 MONITORING REPORT The Monitoring Report #009- EM - GTCI CAMISEA INRENA DIGESA dated 5 September 2003 presents the findings of a monitoring trip carried out 1-4 September by representatives of GTCI OSINERG INRENA DIGESA A representative of Convencion Local Authority was also present The following is a summary of findings Rainforest Sector I 1 Engineering work trabajos de geotecnica to control erosion and stabilize slopes has not been carried out TGP has yet to select a contractor to carry out the restoration program to include erosion control stabilization of clearing affected streams and re-vegetation Recommendations TGP should select a company to carry out a restoration plan and present a Closure and Restoration Plan for the ROW access roads camps and affected areas as stated in the EIA O SINERG must request this Plan before TGP starts closure work 2 TGP has not yet taken corrective measures to mitigate impaqts as previously instructed by OSINERG and GTCJ Major impacts that should be given priority include blocking of streams soil loss loss of flora irreversible changes to landscape solid waste contamination diesel spills on the ROW Recommendations OSINERG with assistance of other government agencies should carry out a detailed evaluation to define and establish the minimal technical requirements to ensure impact mitigation that TGP should comply with in its Closure and Restoration Plan If TGP does not carry out procedures approved by the DGM OSINERG should paralyze restoration and repair work 3- 9 • • • • • • • Machiguenga Communal Reserve The following significant negative impacts were observed inside the Machiguenga Communal Reserve and its Buffer Zone between Ponguito and Vilcabamba work camps They were noted in almost all sectors of the ROW but here merit priority attention due to the protected area status excessive movement of soil removal of hill tops large disposal areas created with no environmental management resulting in buried vegetation blockage of streams and modification of the direction of streams excessive land slippage on steep slopes loss of biodiversity and the creation of a permanent barrier to the recuperation and reproduction of biodiversity irreversible changes to the landscape blasting work has been carried out in the Vilcabamba range both inside and outside the Machiguenga Communal Reserve No e vidence was_ fou • dJhat TGP conducts environmental management of the above- mentioned impacts Throughout a 9km stretch of the ROW inside the Machiguenga Communal Reserve no consideration for the environment was given during the construction of the ROW Recommendations TGP should comply with EIA and with previous OSINERG and GTCI observations Rainforest Sector II 10-12 Observations in this sector are similar to those of Sector I Three critical areas of the pipeline route are between Vilcabamba and Palenque camps between Mangoriari camp and Kp 83 000 between Segakiato camp and the Comerciato River crossing In addition 4 500 gallons of diesel split on the ROW on 9 June 2003 have been mixed with soil and buried in the ROW without any treatment despite OSINERG instructions to place the spilt fuel in sacks for later tr atment It is recommended that OSI NE G should verify- the above observation and then proceed according to the law Also the poor treatment of wastewater is highlighted Recommendations all recommendations mentioned above also apply to this sector In addition government agencies must carry out monitoring to ensure that negative environmental impacts are mitigated and environment restored Conclusions and Recommendations After inspecting all the rainforest ROW by flyover and walking the monitoring mission concludes that negative environnie_ntal impacts generated during construction are significant and of great magnitud It is recommended that • • • OSINERG demand that TGP repair and restore all affected areas with special attention to critical areas identified in this report OSINERG request that TGP presents a Detailed Restoration Plan and ensures that TGP leaves machinery and other logistics in place to complete the restoration of all affected areas before closing work camps Given the impacts and noncompliance with the EIA and with other prior OSINERG GTCI observations the proper authorities should reconformaci6n de la superflcie en el DOV se han iniciado desde el Kp O 000 al Kp 6 000 sin embargo aun no se han realizado los trabajos de geotecnia para controlar la erosi6n y estabilizar los suelos colindantes a las quebradas adyacentes De acuerdo a los seflalado por los supervisores amblentales de TGP y Techint en este sector aun nose ha definido que empresa se harll cargo de la restauraci6n del llrea que implica el tratamiento del suelo control de la erosl6n estabilizaci6n de taludes limpieza de quebradas afectadas y la revegetaci6n Fotos 1 y2 Acciones Recomendadas I I TGP debe seleccionar a la empresa que se hara cargo de la reconfonnacion y restauracion de area y presentar el Plan de Cierre y Restauracion de DDV shoej ies campamentos y areas afectadas a nivel de detalle de acuerdo a lo seiialado en el E A original Esta accion debe realizarse a mas tardar afines de setiembre a fin de iniciar los trabajos antes del comienzo de las lluvias 1 2 OS NERG como entidad responsable de la fzscalizacion debe solicitor a la empresa TGP la presentacion de este Plan antes de que se inicie las labores de cierre 2 Durante la inspecci6n del Derectio de Via DOV del Sector Selva I se ha podido verificar gue aun no se han tornado las medidas correctives para mitigar los impactos que han sido sei'lalados por los fiscalizadores de OSINERG asl como los especlalistas del GTCI que han visitado la zona en el mes de mayo del presents aflo Los principales impactos que son siqnificativos v merecen de la atencl6n prioritaria por parte de la empresa TGP estan referidos a i la inestabilldad de taludes ii colmataci6n de quebradas Iii carte de drenajes naturales iv perdida de suelo v perdida de especies florlsticas vi camblos irreversibles al paisaje vii efecto barrera para la migraci6n de especies viii contaminaci6n por residues s6lidos ix contaminaci6n por aguas servidas en las quebradas adyacentes a los campamentos x derrames de diesel en el DOV etc Acclones Recomendadas 2 Es urgente que OSINERG con el apoyo del GTCI CAM SEA a troves de la DGAA MEM e INRENA I eve a cabo una evaluacion detallada con especialistas en geotecnia eda ologia forestal y restauracion de la cobertura vegetal con enfoque ecosistemico a fm de determinar y establecer los requerimientos tecnicos minimos que deben ser exigidos a la empres_a TGP durante el proceso de' evaluacion y ejecucion de Plan de Cierre y Restauracion tos requerimientos deben asegurar que los trabajos de reconformacion estabilizacion de taludes control de erosion restauracion de sistema de drenaje revegetacion especies nativas etc logren la recuperacion de ecosistema y mitiguen los impactos generados · 2 2 Se recomienda que el GTCI CAM SEA en el marco de Programa de Fortalecimiento lnstitucional y Apoyo a la Gestion Ambiental y Social del Proyecto Camisea financie a os consultores especialistas en Geotecnia Suelos Foresta es y Restauracion de la cobertura vegetal con enfoque ecosistemico que se encargarian de hacer la evaluacion recomendada 2 3 Adicionalmente se recomienda-que-losjzscalizadores de OSINERG sean los encargados de velar por el cumplimiento estricto de los procedimientos aprobados para la ejecucion de los trabajos de reconfonnacion y restauracion que sea realizado por TGP una vez aprobado el Plan 2 4 OSINERG como ente fiscalizador deberti paralizar las dentro de la misma actualmente se es n llevando a cabo una gran cantidad de trabajos especiales En esta zona se es n lncrementando los impactos neqativos producidos por la apertura del DDV como resultado i excesivo movimiento de tierras ii corte significativo de las cumbres de las montafias cabezas de lomo iii generaci6n de grandes botaderos que han enterrado vegetaci6n colmatado quebradas y modiflcado cauces iv desbroce excesivo en·zonas de pendientes muy pronunciadas y v los trabajos de voladura que se han realizado en la cordillera del Vilcabamba dentro y fuera de la reserva Comunal Machiguenga Acci6n Recomendada 3 1 Se recomienda sugerir a la lntendencia Foresta y Fauna Silvestre de Areas Natura es Protegidas de JNRENA IANP-INRENA asi como la Oflcina de Gestion Ambiental Transectoria OGATEIRN del INRENA la evaluacion del impacto que se ha generado sobre el ecosistema y el estado de los recursos naturales afectados en el area 4 Durante la inspecci6n no se han encontrado evidencias de que · la empresa TGP maneje ambientalmente los lmpactos sei'lalados en la observaci6n anterior Fotos def 3 al 20 Nose han observado medidas especrficas para asegurar qua no sa exceda el ancho del DDV autorizado controlar la erosi6n estabilizar los taludes del DOV y de los botaderos mantener el sistema natural de drenaje evitar enterrar la vegetaci6n en los taludes desechos s61idos no recogidos etc Acclones Recomendadas 4 En el Kp 45 800 Foto 3 donde se esta llevando a cabo el cambio de hombro se deben aplicar tecnicas para controlar la erosion especialmente en la zona de mayor pendiente 4 2 En el Kp 45 000 Foto 4 donde se ha rebajado la cabeza del lomo aproximadamente 7 metros se debe aplicar medidas para estabilizar el talud de los botaderos Asimismo la empresa TGP debe recoger el material que ha sido depositado en las pequenas quebradas adyacentes y que colmata suscauces 4 3 Entre el Kp 45 000 y 46 500 Fotos 5 y 6 se han encontrado restos de madera cables de aceros correas residuos organicos botellas plasticas as como un pequeno derrame de combustibles Ante esta situacion OSINERG debe exigir a los inspectores ambientales de TGP que aseguren el cumplimiento del Plan de Manejo de Residuos Solidos aprobado en el E A 4_4 Entre el Kp 46 500 y 46 700 Fotos 7 y8 se verifico la existencia de botaderos con taludes sin ningun tipo de control de erosion o estabilizacion por parte de la empresa Ante esta situacion es urgente que TGP tome las medidas inmediatas de reconfonnacion a fin de minimizar el impacto sobre las quebradas y el sistema de drenaje adyacente al DDV 4 5 Entre el Kp 46 100 y 47 000 Fotos 9 y JO se han identificado zonas donde el area de afectacion supera los 50 metros excediendo ampliamente el area autorizada por el EJA Esta situacion debio se evitada por la empresa sin embargo en aquellas zonas donde se ha dado esla situacion de incumplimiento debe ser corregida por la empresa TGP cuando se I even a cabo los trabajos de reconformacion Para ello la empresa debe retirar completamente el material depositado en ambos ados del DDY en cada una de las zonas identificadas 4 6 Entre el Kp 46 000 y 47 000 Fotos I y 12 se observaron alcantarillas en ma estado y casi colmatadas que afectan el drenaje natural de las aguas en el area La empresa debe rehabilitar las alcantarillas y adecuar su diseno a los caudales que se generaran en la epoca·de lluvias 5 Entre el Kp 48 500 y 57 000 que se encuentra dentro de la Reserve Comunal Machiguenga nose han tenido consideraciones ambientales durante los trabalos de construcci6n del DOV Esto se puede apreciar en diferentes tramos donde se estiln realizando trabajos especiales Fotos 13 donde los impactos generados carecen de manejo ambiental Estos impactos estan asociados a la voladura de rocas en las cabezas de lomo yen la apertura de zanjas los que seven magnificados por la inestabilidad del suelo y las excesivas pendientes de 45° a 60° GTCI MINISTERIO DE ENERGIA Y MINAS Vice Ministerio de Energia irupo Tfrnico de Coordinat·itin lntcrinstitucional dcl Proyc to Camisea 6 En el Kp 49 750 se ha Yerificado que se ha excedido el ancho de DDV 25 m aprobado en el EIA Esta situaci6n pudo evitarse si se hubieran tornado las precauciones del caso y los supervlsores ambientales de TGP hubieran exlgido que se cumplan los compromisos asumidos en el EIA 7 En el campamento Vilcabamba dentro de la RCM se ha verificado que se esta descargando aguas servidas sin llevar a cabo un tratamiento adecuado Fotos 18 y 19 Actualmente el campamento alberga a 250 personas y hace dos semanas fueron 350 personas lo cual super6 en mas del doble la capacidad de las plantas de tratamiento de aguas residuales la que tiene capacldad s6Io para tratar las aguas servidas de 140 personas Los resultados de DIGESA permitiran determinar el nivel de afectaci6n al cuerpo receptor quebrada colindante al campamento 8 En el Kp 50 100 se puede apreciar la generaci6n de botaderos sin ningun manejo amblental asimismo se ha colmatado una quebrada que cruza el ODV y vegetaci6n enterrada a ambos lados del DdV 9 En general en todo este tramo del DDV que se encuentra dentro de la Reserva Comunal Machiguenga se ha verificado a generaci6n de impactos significativos Fotos del 13 al 20 que se presentan en casi todos los sectores del DDV pero que por ubicarse en un area natural protegida por el estado requiere de una atenci6n prioritaria Los impactos generados por la empresa Techint contratista de TGP y que deben ser mitigados urgentemente son i exceso de aperture de DOV vegetaci6n enterrada en los taludes ii quebradas coimatadas iii instalaci6n de grandes botaderos sin manejo ambientai ni control de taludes iv modificaci6n drastica del relieve v Cambios irreversibles del paisaje vi perdida de biodiversidad y vii generaci6n de una barrera permanente que desde el punto de vista de la biodiversidad se interrumpe la interacci6n ente individuos de especies y poblaciones asl como migraci6n de la fauna de copas coronas superficle y subterranea Acciones Recomendadas 9 1 la empresa TGP debe aplicar las medidas ambientales comprometidas en el E A y sus modificatorias y subsan4r cada una de las observaciones seiialadas por OSINERG y la mision de GTCI Camisea 9 2 Comunicar oficialmente a la lntendencia de Areas Natura es Protegidas sobre la situacion ambiental observada por la Mision dentro de la Reserva Comunal Machiguenga a fin de que tomen las acciones correspondientes SECTOR SELVA II 10 Los impactos ambientales generados en este sector desde el Campamento Vilcabamba Kp 53 000 hasta el cruce del rlo Comerciato Kp 153 000 son similares a los observados en el sector Selva I Las zonas mas crlticas identificadas son los tramcis comprendidos entre I El Campamento Vilcabamba y Campamento Palenque Fotos 22 23 24 y 25 ii El Campamento Mangorlari y el Kp 83 000 Fotos 26 y 27 iii El Campamento Segakiato Kp 138 000 y el cruce del rio Comerciato Kp 153 000 Fotos 28 29 y 30 Acclon-e-s Recomendadas ---- ·· -- -- - ··· ··- JO I las recomendaciones para la empresa TGP con relacion al Sector Selva II son las mismas que se han seflalado para el Sector Selva I las mismas que se han deta lado del item I J al 9 2 10 2 Desde el punto de vista ecologico el proceso de recuperacion de los impactos ambientales negativos generados por el proyecto se lograra en el mediano y largo plazo para lo cual se requiere que las entidades de OTC con responsabilidad en los aspectos ambientales OS NERO INRENA DJGESA MEM I even a cabo un monitoreo y supervision permanente durante la etapa de restauracion a fin de asegurar la recuperacion de los ecosistemas afectados y sus componentes GTCI MINISTERIO DE ENERGIA Y MINAS Vice Ministerio de Energia Grupo H·cnico de Coordinacilin tnte1institucional del Proyecto Camisea 11 Como consecuencia del derrame de aproximadamente 4 500 galones de diesel gue se produjo el 09 de junio del presente e_n el Kp 138 000 el suelo contaminado no fue retlrado del lugar De acuerdo a lo sefialado por el fiscalizador de OSINERG el material contaminado se encontraba encostalado para su posterior tratamiento sin embargo durante la misi6n se ha tornado conocimiento que el material ha sido mezclado con la tierra del lugar y·enterrado en el DDV sin ningun tratamiento previo Foto 21 Acci6n Recomendada I I I Se recomienda que el fiscalizador de OSTNERG verifique lo seiialado por la mision mediante el • muestreo por medio de calicatas En c µo de verificarse lo anteriormente expuesto se recomienda que OSTNERG proceda de acuerdo a ley 12 En este sector se ha verificado que el tratamiento de aguas servidas es deficiente lo mismo que en el Sector Selva I tal como se constat6 en los campamentos Chimparina Alto ltariato y Kepashiato Los resultados del muestreo realizado por DIGESA permitiran determinar el nivel de afectaci6n Acetones Recomendadas 12 I La empresa TGP debe subsanar las deficiencias encontradas en los sistemas de tratamiento de los campamentos antes seiialados 12 2 Con relacion a los campamentos en proceso de cierre se recomienda solicitor a D GESA afin de que se haga una evaluacion exhaustiva de la calidad de agua del cuerpo receptor asi como la calidad de suelo de las areas ocupadas por el campamento II CONCLUSIONES Y RECOMENDACIONES 1 Despues de recorrer y sobrevolar todo el DOV del tramo correspondiente al Sector Selva del Gasoducto desde Malvinas hasta el cruce del rlo Comerciato la misi6n concluye que los impactos ambientales negativos generados durante la etapa de construcci6n son significativos y de gran magnitud items 2 3 9 10 1 1' En ese sentldo se considera necesario que OSINERG exlja a la empresa TGP la reconformaci6n y restauracl6n de todas las areas afectadas con especial atenci6n en las areas crftlcas ldentificadas en el presente lnforme 2 Actualmente la empresa Techint esta iniciando los trabajos de reconformaci6n de acuerdo al instructivo 2794-L-SP-00053 que se adjunta como anexo II el mismo que no garantiza desde el punto de vista tecnico la restauraci6n de todas las reas afectadas ni tiene la opini6n favorable de la DGAA del MEM que es la entidad encargada de aprobar los Planes de Clerre de acuerdo a la normativa ambiental vlgente y en base a los compromisos asumidos por TGP en el marco del EIA aprobado 2 1 Por tat motlvo se recomlenda que OSINERG soliclte a la empresa TGP la presentaci6n de un Plan Detallado de Restauracl6n con medldas especrticas y coherentes con los lmpactos generados 2 2 Aslmismo debe asegurar que la empresa TGP deje la logrstica y las iriaqulnarlas necesarias para realizar tos trabajos de reconformaci6n y restauraci6n en el DDV los botaderos los shoeflles los campamentos y todas las areas que han sido afectadas durante la etapa constructtva Esto lmpllca que no se debe permltir el cierre y retlro de campamentos asf como equlpos y maqulnarlas requerldas para lograr la restauracl6n del area 3 En vista de los impactos e incumplimientos al EIA verificados y las observaciones reiteradas aun no levantadas por la empresa TGP se concluye que es necesario qua las autoridades sectoriales competentes exljan el cumplimiento de las medidas correctivas y apliquen las sanciones correspondientes 4 Remitir a OSINERG copia del presente informe a fin de que se tomen las acciones correspondientes y se asegure que la empresa TGP cumpla con presentar el Plan de Reconformaci6n y Cierre de toda el area afectada GTCI MINISTERIO DE ENERGIA Y MINAS Vice Ministerio de Energia 5 irupo I' ' ·rnit·o de Coordinat'i in principales responsables de la empresa TGP y Techint a fin de dar a conocer los impactos identiflcados por la misi6n de inspecci6n del GTCI Camisea y solicitar a dichos directives el mayor esfuerzo por parte de sus empresas en lo referido a la restauraci6n de todas las areas afectadas
