This draft version of Dr. Schoonover’s testimony contains tracked changes with comments and edits from offices within the White House that became the basis for blocking the written testimony in June 2019. The document is heavily edited by the White House Office of Legislative Affairs, which recommends eliminating five pages of science that appear under the headings “Scientific Baseline” and “Stresses to Human and Societal Systems.” These pages lay the foundation for the rest of Schoonover’s testimony which links security threats to climate change.

The National Security Council also offers comments and criticisms on almost every page of the testimony. According to a New York Times article about the edited testimony,[12] people familiar with the document said the notes were from William Happer, a physicist and White House adviser on the council who denies the established scientific consensus on global warming.
