Description

This EPA memorandum to senior State Department and Council of Economic Advisors officials follows up on the CEA paper discussed above (Document 24). The EPA’s representatives praise the CEA paper but suggest a different tactical approach involving presenting the Chinese with a much shorter document to help launch a bilateral dialogue on tackling greenhouse gas emissions. An outline of such a paper is attached. It does not on the surface seem to differ much from the CEA approach except perhaps in its attempt to emphasize for the Chinese the domestic benefits of adapting the proposed policies.
