'DRAFT __j Mr Nicolai A Shteynberg Chairman State Committee of Ukraine for Nuclear and Radiation Safety 3 Verkhovnoy Rady bvd P0B 253100 Kiev Ukraine As I indicated in my letter of INSERT DATE upon receiving your statement of requirements on material control and accounting MC A and physical protection our government undertook a review to determine the feasibility and scope of possible u s assistance Based on that analysis we have concluded that cooperat on between the United States and Ukraine in the area of MC A and physical protection is indeed feasible and should begin as soon as possible We are currently dra fting the text of an eg eament for cooperation which would serve as the framework for our joint efforts We propose to conclude this agreement in September 1992 In order to meet this goal we will provide a draft of the agreement to your government later this month We then propose to send a U S delegation to meet with Ukrainian authorities in Kiev during the week of August 31 to resolve any outstanding issues regarding the draft agreement Once the agreement has been finalized I would meet in mid-September with the appropriate U' crainian authorities including the designated executive agent to sign the agreement Once the agreement is signed the U S -Ukraine joint working group could meet to review plans for the program of cooperation and conduct detailed surveys of the sites when model safeguards systems would be installed The ambitious schedule outlined above is indicative of the seriousness which we attach to working with your government on the issues of MC A and physical protection Please advise us as soon as possible as to the acceptability of this schedule Sincerely William F Burns From the Nunn-Lugar collection of the National Security Archive Dear Mr Shteynberg
